内容摘要：
by examining an international trade regulation in 1757 of china, we study how economic shocks influence the selection of bureaucrats in the context of the world’s earliest political meritocracy. using a unique county-level dataset, we show that areas with greater exposure to the trade-induced economic shock experienced a larger decline in the number of selected bureaucrats. suggestive evidence suggests that the regulation-induced economic decline makes it harder for potential candidates to afford the costs of taking civil service exams. our results highlight the role of economic shocks in a meritocracy that aims to select talented bureaucrats.
本文基于1757年清代中国的海禁政策，研究了经济冲击如何影响世界上最早的“贤能政治”中的官员选拔。通过构建一套县级数据集，本文发现在贸易管制引发的负面经济冲击越大的地区，选拔出的官员数量下降幅度越大。机制检验表明，贸易管制带来的经济衰退使潜在考生更难承担科举考试费用。本文的研究结果凸显了经济冲击对“贤能政治”中官员选拔的重要影响。
